The default value is "graphical". After changing it to "multi-user" and click OK it still is graphical every time you retry. So you can't change the target here. In the running system yast "Service Manager" doesn't show "multi-user" as target. You can't change it here either. If you try to change the target via TTY with "systemctl set-default multi-user.target", you got an error message saying "Failed to set default target: File exists".
