There is no room to include the translations of Plasma Workspace, but the installer at least should be translated. Some parts of the installation process, such as the licence, are however translated, but most of it is in English. Some other linux distributions' liveCD ship with the installer translated in all supported languages, while the desktop environment is only available in a few languages. Installing an OS involves steps such as formatting your harddrive, which can be very stressful when the language used is not your native one. That is why I consider this to be a major bug.
