The bad news is: I cannot reproduce it. :( Your descriptions lacks of some important information. I can deny access via /etc/hosts.deny, I can grant access, and I can spawn several subprocesses via /etc/hosts.allow. But I don't get any information into any logfile (hint: is there an additional logging configuration necessary, and this part missing in the requested _detailed_ description?). To verbalize it again: your configuration is far away from a default configuration, and your logging configuration seems not to be default neither, so I don't see any danger of a DOS. Keep in mind, if you configure your system to do a lot of logging, you'll get it. This is no DOS attack. Provide me the required information to reproduce it and I'll be working on it again.
