The Filesystem Hierarchy Standard (FHS) is clear about it: "/tmp Temporary files (see also /var/tmp). Often not preserved between system reboots." Temporary files. Temporary. Bug. Therefore I gonna be blunt and reopen this case (I know, that deserves death penalty). openSUSE does not follow the standard specified and by that it is broken. Which would not be a major problem if it would not lead to ncorrect or unexpected result.
