The override file needs to be created by the user.
openSUSE can't just provide such a file in its packaging of the application? If it's set to disabled, I don't even see any security concerns. I fail to understand why we should make each user do this themselves.
I suggest that you read https://gitlab.freedesktop.org/pipewire/pipewire/-/merge_requests/1202#note_... — the maintainer there appears to believe that providing this capability is the purview of the OS.
