BAT1 is the optional and removable battery (rear). Logically it is reasonable to drain BAT1 first, as this leaves the laptop running when changing or removing the optional battery (as BAT0 is still charged). powermanagement, which only considers BAT1 for its runtime calculations and battery state warning.
