This resulted in a garbled keyboard mapping with Y and Z swapped and many punctuation characters (notably the hyphen) not available on any of the keys. Adding the line keymap = de to the VM configuration file in /etc/xen/vm fixed it. (Note: Adding "(keymap de)" to the global configuration file /etc/xen/xend-config.sxp doesn't seem to have any effect.)
