The fan also doesn't react to temperature, i.e.,if the cpu is hot it doesn't speed up to provide more cooling until the temperature drops down. Not trying to be facetious, but the fan works well with win7, so I don't think it is a hardware problem. The fan on opensuse 11.3 works the same as 11.4, as described above.
