Ask google :) In anyway, there should be no functional difference regarding the sound between kernel-pae and kernel-debug, so it implies that the problem is also in 3.7 kernel.
From your original bug description (and later more explanation), e.g. the system starts working once after login as root, I thought at first that it's a user-space problem. But then another comment about the problem appearing after Windows boot made me thinking of the kernel issue. But, apparently it's not, as this isn't changed in the latest upstream, too.
One thing you can try now is: - Unmute sound properly - Test the sound via aplay -v -Dplughw /usr/share/sounds/alsa/test.wav The aplay might abort when PulseAudio is running.
