Some background info (for project and release managers ;-))
zypper seems to optimize install requests by checking if the resolvable is
already installed before actually running the transaction.
While this is a welcomed features for unexperienced users, it effectively
prevents you from fixing a broken (i.e. "rpm -V" complains) package.
And exactly this (patch:update-test-affects-package-manager-2609-0.noarch is
installed but with broken dependencies) is what prevents opensuseupdater from
re-installing the broken patch.
Imho, '--force' is the right approach.
Maybe someone can come up with a different wording, since --force already has a
fixed semantics in rpm-speak.
