They are never used anyway as can be seen in the output of "LC_ALL=fr_FR man -d vim" "LC_ALL=fr_FR.ISO-8859-1 man -d vim" "LC_ALL=fr_FR.UTF-8 man -d vim" (look for "Starting pipeline" in the debug output). Actually the extra man page for UTF-8 ./fr.UTF-8/man1/vim.1.gz is not necessary either. Our man/groff system is setup to accept both the legacy encoding *and* UTF-8 for each locale. I.e. for French it doesn't matter whether /usr/share/man/fr/man1/vim.1.gz is ISO-8859-15 encoded or UTF-8 encoded, both will work. Both in fr_FR *and* in fr_FR.UTF-8 locale.
