This stage1 finds the stage2 (so a GRUB> prompt can be displayed), but for for some unknown reason it fails to find the menu.lst. The reason may be that stage1 and stage2 of GRUB are relics of an older installation on that partition, and stage2 tries to look for the configfile on the wrong partition. In this case it is very difficult to do anything. We would need to look into stage1 to find the position of stage2, and then we need an at least half-way reliable way to find out where this stage2 looks for the menu.lst. This cannot be done for 10.3. It is a feature for after 10.3. Note that it may be possible to do something if stage2 could also not be found: during menu.lst update, verify the position of the stage2 in the GRUB stage1 (which can be done for some years with GRUB), and if it looks OK, create a chainloader entry, otherwise create a configfile entry. This also requires too much new code and is a feature for after 10.3.
