openSUSE-10.3 does not provide v4l-dvb (although it does provide a v4l-conf and v4l-toos and dvb, neither of which support the Hauupauge WinTV HVR-3000).
v4l-dvb is the repository with (experimental) drivers and test apps. We don't have any package with that, true.
There is the possibility that that the patch for this Hauupauge WinTV HVR-3000 requires the 2.6.24 linux kernel

It is also believed that this problem may be applicable to openSUSE-11.0, with a "patched" v4l-dvb opensource driver being required to support the Hauppage Hvr 3000 TV card. It is speculated that the openSUSE v4l-dvb may not have the necessary patch.
11.0 is going to have a 2.6.25 kernel, where the patch doesn't apply either. So we have 1) dvb drivers in kernel (shipped in openSUSE) 2) dvb drivers in the above mentioned mercurial repo (we could package them in the buildservice) 3) a patch that works with neither 1) nor 2).
