Something similar is done in KDE repos. The point is that logical structure of OBS should be preserved (description of server:messaging - "Packages related to e-mail and instant messaging." and description of devel:languages:lua - "This is the development repository of the Lua programming language and its 3rd party modules for openSUSE.") By this proposed solution you still can upgrade often, develop in devel:languages:lua and still the server:messaging repository will preserve its function.
