In my case it happens on the internal NIC on my Gigabyte P35-DS3 motherboard. This identifies as "Gigabyte RTL 8111/8168B". Careful Googling reveals that others have run into this bug over the past few months. My experience is that the NIC seems to connect at 10 megabit instead of 1000, making file transfers on the LAN excruciatingly slow, though they do get there after several hours.
