The file /boot/do_purge_kernels is correctly generated by a new kernel installation. The files /sbin/purge-kernels, /etc/systemd/system/runlevel5.target.wants/purge-kernels.service (and probably some more) are being deinstalled together with mkinitrd when switching from mkinitrd to dracut.
