AccountServices uses/used different algorithms in deciding when something is a
system account (SystemAccount=true) and when not (regular user account).
according to /etc/login.defs, users with UIDs up to 499 are 'system', users
with UID > 1000 are 'regular users'; which leaves 500 to 999 open for
interpretation; and this is the range that seems to have dripped over...
the latest packages Bjorn produced are at least setting UID > 500 as 'users'
(shifting the balance in favor of users having this); but the files in
/var/lib/AccountService might have received a rewrite and be marked as System
since.
An automatic cleanup is close to impossible, as there is no way to find out if
AccountService 'messed' it up or if the admin actually knew what he did and set
the flag appropriately... for the 'regular' user case (such as for you):
deleting the files in /var/lib/AccountsService/users should be safe and get
them re-initialized on next boot.
