Sorry, I think I jumped the gun, but this is still a kernel or hardware issue. The new naming is based on what slot and bus the card is on, as you can see enp3s0 (based on what udev finds in /sys/class/net/enp3s0 for example).
Nobody guarantees the PCI port and slot to be stable. For USB, these numbers are unstable even for re-connections.
