There was still a bootchart-collector process running when I opened konsole/xterm on KDE/LXDE, but after a minute or two the bootchart process was gone and then /var/log/bootchart* was created, showing 60 seconds as maximum on the chart. So are you sure that bootchart files are never created for you?
