If so, what kernel version worked and when did it start failing? With the device disabled in BIOS, you might be able to boot without "pnpacpi=off" if you rename the parport_pc driver to prevent it from loading. It would be interesting to see the DSDT, the /sys/.../resources and /sys/.../options files, and /proc/interrupts. When PNP binds a driver to a device, it activates the device if it is inactive. That probably turns on the device even if it was initially disabled by the BIOS switch.
