'uk.map.gz' should map to X11 'gb' keymap. No /usr/share/hal/fdi/policy/20thirdparty/11-keymap.fdi? This is the culprit here. I'm wondering if there is an executable /etc/X11/xdm/keytable4hal on your system and if it is called by /etc/init.d/xdm? If not, please update xorg-x11 package from X11:XOrg project of our OBS.
