Please forget all the steps I mentioned in description/ comment and allow me rephrase. Thanks for your patience. Steps: 1. Boot to desktop on a 100% up-to-date TW VM without login Note: At this step, the system language is English and keyboard layout is English (US). 2. Switch to free tty, let's take tty1 for example. 3. Login with root user and execute "yast keyboard set layout=german" 4. Reboot and do not login from gdm 5. Switch to a free tty and login with root user 6. Verify the keyboard layout Actual Result: I get "q w e r t y" on the top letter row even though the keyboard layout is German. The keyboard layout is de whereas the "keycode 21 = +y" You can find the attached screenshot for details.
