Starting wpa_supplicant manually and connecting via wpa_gui connects, alas the connection can not be used as NetworkManager seems to prohibit binding. Not sure why NetworkManager is compulsory now, I had removed it in 10.3 and started wpa_supplicant during boot via a script.
