For the actual patch, I'm getting conflicting reports when googling it (specifically, http://wwp.greenwichmeantime.com/time-zone/australia/western-australia/time/... claims that the DST starts on Dec 1st, not Dec 3rd, and has some PDF with a supposed bill text on the same server) - I need a link to an official source (best an actual bill text on official government site) describing the start and also the _end_ date of the DST (which the article does not mention).
From a mail I got privately, it seems that the rules are:
