There is one problem with boot.rootfsck because normally the file system
check is done within initrd and boot.rootfsck does nothing. In other words
if it is required to set the system time before checking the root file system
the initrd should set the system time. If this is done in initrd then the
boot.clock should skip setting the system clock but then we run intzo trouble
to use the /etc/adjtime file. Beside this for s390 initrd can do nothing
due to the fact that there is not timezone data base in the initrd image.
