Here is the log. I transferred it using a usb stick and found out that the user is also not allowed to mount usb sticks anymore. So it is probably not only related to the network-control.

Hmm, this indicates that you're not in an active session. So polkit is using another set of permission for granting actions like network-control. You can run "loginctl show-session $session-number" to get more details.
