This is provided by inst-source-utils, normally probably installed on a system. For some reasons it was removed from my system, and no dependency broken (so one would say a useless package on my installation). obs-server OTOH depends on it to be able to create the suse style repositories (I remarked they did not get updated anymore on my own instance). So please, add an Requires: /usr/bin/create_package_descr to the spec file... this could help some other cases too.
