When shutting down the host system, I see messages like these: "Unable to connect to libvirtd currently" so systemd does NOT wait for libvirt-guests to finish saving VMs state but stops libvirtd immediately after issuing the stop command for the libvirt-guests Another hint for this behaviour is, even though ON_SHUTDOWN is set to suspend in /etc/sysconfig/libvirt-guests, each time the guest is started it does a normal boot.
