If a single package provides translations to lower sorbian, it doesn't mean it's useful on openSUSE as we lack all the other pieces in it. So if you package for openSUSE, your users prefering lower sorbian will possibly not see all the strings possible, but at least they get something we support. As the list of locales is very old, it can surely be updated in case languages got greater support within the GNU/Linux world by now, but adding them for the sake of a single package is wrong.
