There are a few C headers in this package, but the outstanding thing in this package are the utilities. Therefore I do not consider the dependency on glibc-devel useful, is it possible to remove it? The target audience of this package is not just C programmers, but also translators. It is possible to be a good translator without ever compiling a C program.
