By changing the HAL, I first put the Russian keyboard layout by default, rebooted, and then in HAL, I left only the English layout, rebooted, then HAL to restore Russian keyboard layout and after reboot miraculously appeared Russian layout ...) The same problem when I change the hot key changes layout (alt + sift), after rebooting the hotkey again become default (ctrl + shift)... but this problem I decided after making changes to the HAL...
