I can think of two possible solutions: 1. Make the sg module builtin instead of a loadable module, or 2. Move the file /usr/lib/modules-load.d/sg.conf from the systemd package to the sg3_utils package (since I cannot think of a more appropriate place). This would mean udev would have to "require" the sg3_utils package, I believe.
