Who said that it is a KDE Issue ? As I already commented in my first comment
the issue is with the used Icon theme. If the Icon theme does not have an icon
for a certain application, then it depends if the theme is configured to
fallback to the default oxygen theme.
As also indicated I am now installing an Icon for Chromium in the default Icon
Theme Oxygen. If you are using the Oxygen Icon theme, then the icon should
nicely appear in your taskbar.
Which Icon theme are you using ?
