The system printing service doesn't seem to be available" when launched, and remains completely inactive, giving the illusion that printers cannot be added/removed/configured from this system. However, one can use YaST to add printers the usual way, and then the printers added also show up in this system-settings module, now also allowing one to configure the added printer as it should.
