It is capable of 16x and does so, if one gives it root-privileges. This is on a 1.4GHz Athlon with 512MB RAM and no other processes using more than 1% CPU. I was told that growisofs does not get these privileges by default because it is not necessary. Having only 1/16 of the max-burn-speed is different than "not necessary". Since users will hardly put up with this slow speed, they will either assign the privileges themselves or be pushed to use packman-builds (with k3bsetup2).
