For systemd systems I've no idea who is providing the faciltiy of setting the hardware clock. Today this is done by the kernel and maybe corrected in initrd if CMOS is running in localtime. The script /etc/init.d/boot.clock remains for using the adjust feature of the hwclock(8) program and therefore check if ntp has enforced the kernel to switch over into eleven minute mode.
