The evergreen project is said to continue support, using the normal update repository, and I was asked to open bug reports here (for other issues with the same systemd update).
If that is procedurally wrong, that web page should be changed, and the evergreen mailing list should be notified.
openSUSE 13.1 is officially discontinued and out of support by SUSE since 2016-02-03. Yes, openSUSE Evergreen team can issue some security and stability fixes, but I'm afraid that this bug isn't that kind of case, I'm sorry.
