[Bug 1158288] virtualbox fails to build with Python 3.8

The one I do not know how to fix is a failure in my osc build at a statement "include <Python.h>". Does the project openSUSE:Factory:Staging:A produce that header? If so, I have no idea why the build cannot see it.
