So now I do a "cnf meinproc4", and find out that /usr/bin/meinproc4 is provided by package 'kdelibs4-doc'. So I install that. Now the KDE Application manuals are getting properly indexed. But the 'OpenSuSE Documentation' indexing still fails. I have not yet patched 'khc_htdig.pl' with your attachment.
