[Bug 826983] "Sign up" link is not consistent on opensuse.org sites

In some variations it exposes people that would like to ask about problems with openSUSE at Forums, or offer help (contribute), to unnecessary difficulties when they want to sign up. In other variations it is misleading "Sign up" is actually another "Login".
