The same happens on 12.1 and 12.2 This option in the installer seems to use the metapackage: patterns-openSUSE-minimal_base. This metapackage should be updated to install man. Installing man on top of the Minimal Server is roughly 25MB of packages to download and an extra 75MB of disk space. In addition it might be worth including the following packages as well: * sysstat * smartmontools I feel that these are important enough commands that they should be included in the minimal server pattern.
