I'm also not very keen on /etc/sysctl* for configuring modules - what do you do if the module is loaded after 'sysctl' is run? We currently have a horrible hack in 'nfsserver' and 'nfs' init scripts. I don't want the same horror in mdraid.

So I still think that sysconfig is the best option. Why don't you like it?
I guess it's because many services don't read/evaluate sysconfig files.
