Yes, at the first time. At the next, the last saved values are restored. So,
if an app or a sound backend accidentally mutes something, it'll be kept in the
next boot, too. This was often a problem with kmix, since kmix saves/restores
the mixer by itself although other components (in PulseAudio and systemd) do
similar things.
That being said, if the problem is persistent and happens at each boot, there
must be something else broken. Please reopen the bug.
