VGA can't do it; only some drivers and DVI can do it. As for not showing the new monitor in the tray icon, we need a "Detect displays" command there that will do the equivalent of "xrandr --auto" (i.e. turn on any connected outputs and put them in a sensible position). Right now the tray icon only shows outputs which are turned on (in software, not in hardware). From your screenshot of gnome-display-properties, your second display is turned off (see the darker-colored "Unknown" box in the dialog). You need to click on that box (notice that it will say "Off" in the resolution combo), and then select a resolution to turn it on.
