Well, I didn't test it with the Xfce desktop, just with GNOME 3. As a third installation try, I was going to use the GNOME LiveCD. While I'm was in the Live Enviroment, everything looked fine so far so the right language was displayed. I installed the GNOME Live CD (this time with en_US language) and again, I ended up with a mixed language setting. This time, the overview of YaST (and so on) is in english, but if I pick the Network Settings (for example) everything appears in chinese. Locale is set to en_US, for normal user and root. Deleted ~/.config/dconf and ~/.local/share/gnome* to ensure that everything is at standard settings again but I didn't get rid of it that way.
