This is due to a multitude of bugs in libproxy 0.3.0: - The config parser fails to parse anything than the GLOBAL section (everything inside any [section] is ignored. - libproxy 0.3.0 has a hardcoded path to kioslaverc, being ~/.kde/share/config/kioslaverc, whereas openSUSE uses ~/.kde4. Libproxy 0.3.1 addresses those two issues (plus one other .net binding bases, which can be ignored. openSUSE 11.2 does not contain a package with libproxy # bindings).
