Yes I understand why people use console commands :D I meant why you wanted to use "powersave -u", instead of "pm-suspend" or "systemctl suspend". powersave --help says: ATTENTION: This is a legacy tool to provide basic functionality of the obsolete powersave daemon. It will vanish in future. That's why I wonder if it's still needed. The powersave daemon isn't used any more, sleep can be invoked as mentioned above, changing cpu governor can be done with cpufreq-set.
