I think it is inappropriate for the NetworkManager 'nfs' script to be calling '/etc/init.d/nfs restart' in the 'up' case. As you say, that can easily unmount filesystems that should be left mounted. I think that the best option would probably be to make the 'up' case be simply mount -at nfs,nfs4 That would be pleasingly symmetric with the 'down' case, and should be sufficient without any negative side effects.
