Current mount, supports a "nofail" option, in /etc/fstab, which will ignore non-existing volumes. Udev provides the infrastructure notify about new devices, and the matching entry from fstab comes with the event. Udev will not do such policy decisions, like, which volumes to automount, or how to fsck. Thats up to some other system configuration, service.
