This is using KDE4.3 from factory with all openSUSE 11.1 updates, with ALSA and the Phonon Xine backend, with PulseAudio removed. All other audio is without problem on the machine. The amount that is truncated varies a tiny bit each time and occasionally Amarok will play the whole clip. There is a short fade-out at the end of the clip and I'm not sure if that has any bearing. I've moved the file to another directory and refreshed the listing in case it is cached anywhere. This seems to be a KDE issue. I will test with other sound files later.
